Italian laws and taxes discourage owners from renting out their apartments. Those that do face financial risks. Instead of renting, Italians buy and sell apartments and make payments they can barely afford, or live with their parents until they're 40 years old. As a result, finding apartments for rent is difficult, and impossible without a good amount of luck. Apartments available are expensive. The average family in Rome spends 3/4 of their income on rental or morgage. Some owners have strange requests: they may not want to declare contracts to tax authorities, or may want a year money in advance. Some owners may want to look at your bank statements. Many will leave old furniture in their apartments for legal purposes: apparently, it's easier to send people away if the owner's furniture is still inside.
